E. Offering Sliding Fee Scales

Table 9.8 provides information on the percent of primary care physicians accepting new patients with insurance, new Medi-Cal patients, or new Medicare patients. A survey question also asked if providers were offering a sliding fee scale to patients based upon their ability to pay. Respondents often qualified their answer to include: 1) for existing patients, referral basis from another provider, or in designated locations. Sliding fee schedules were based upon federal poverty guidelines or on a case by case basis based upon the patient’s ability to pay.

Ninety-three percent of primary care physicians accept new patients with insurance, 87 percent accepted Medicare assignment, and 60 percent accept new Medi-Cal patients. Only 29 percent indicated that they provide a sliding fee option.
