VIII. Employer’s Health Benefits Survey

A. Response Summary

A Large Employer Health Benefits Survey (questionnaire) was sent to all known employers in the region with 20 or more employees and a Small Employer Health Benefits Survey was sent to all other employers with less than 20 employees. Information to be obtained from the Large Employer Survey included: 1) employer offered plan, 2) type of plan and name of company, 3) employees eligible by full-time and part-time status, 4) employees not eligible, 5) eligible employees not receiving coverage, 6) premium cost to employer and employee, and 7) waiting period to enroll. Employers were located through the chamber of commerce, telephone directory, and input from DRIS council members. Refer to appendix for need questionnaire and list of employers.

The Small Employer Survey differed from the Large Employer Survey in type of questions asked and length of the survey. Data obtained from this survey include: 1) does the employer offer health benefits, 2) if so, covered services, 3) type of plan, and 4) if employer selected the plan based upon access to local providers. Refer to appendix for survey sample.

A combined total of 344 surveys were sent with a total of 68 responses. The total number of usable responses for the Large Employer surveys was 13, and the usable responses for the Small Employer surveys were 44. Rejection was due to incomplete surveys.

Since Lompoc is a geographically small community, the local coordinator was able to make contact by phone or in person with the large employers. The usable response rate questions the reliability of the data obtained from the surveys. This issue has been discussed among the community systems consultants, the data consultants and the local coordinator. An example of reporting error will be discussed under the section "Number of Full and Part-time Employees".
