C. Scope of Services for Health Care Institutions

Table 5.6, on the following page, illustrates the scope of services provided by institutions in Lompoc. With the exception of the mental health and alcohol and drug treatment services previously discussed, Lompoc's institutions provide a fairly broad spectrum of health services for a community of its size.

The availability of local health care institutions is but one dimension in assessing a community health system. The capacity of these local institutions to meet community needs is another. Two types of facilities for which there are national benchmarks that can be used to assess local capacity are acute hospital beds and nursing home beds. Table 5.7 compares the locally available acute hospital beds per thousand population with the 1996 national average, revealing that Lompoc's capacity is about a third of the national average. Again, local variances from national norms are not necessarily indicative of a capacity issue. Factors such as patient outmigration, age of the population and patterns of medical practice can impact local capacity needs. As previously discussed, Lompoc's population is relatively young and there is a high level of managed care penetration in the area, both of which have the effect of reducing needed acute hospital bed capacity. In addition, there is significant outmigration of Lompoc residents who receive acute hospital care in other communities.

Table 5.8 illustrates local nursing home bed capacity compared to the 1996 national average. Lompoc's available nursing home beds per thousand population is approximately 40% of the national average and 60% of the average of California.
